i think cuz unbender tine says "untap another target permanent" and he reads "another" like ok so i untapped one permanent this turn and now unbender tine will let me untap ANOTHER permanent but actially "another" should be read as "other then this" so like its like unbender tine says Untap target permanent OTHER then unbender tine ( <--- this refers to itself) cuz otherwise you could tap it and target itself and untap it and then tap it again and target itself and untap it and it would result in infinite loop and maybe game would end in a draw
then why doesnt Tidewater Minion say that? If I play the minion can I always force a draw by causing an infinite tap/untap loop?
No, you can't. An infinite loop only ends in a tie if there's nothing either player can do to stop it. You can't just keep tapping and untapping the Minion for a draw.
