    Default tap attacking creatures Fulgent Distraction stop them from attacking magic

    if I use Fulgent Distraction to tap two attacking creatures does it prevent them from attacking

    No. Attacking creatures are already attacking, hence the term. Tapping a creature once it's been declared an attacker won't stop it from attacking.
