    is creature that is being countered considered to have entered the battlefield for cards that say that something happens when creature enter battlefield? like does it enter battlefield as soon as I cast it?

    No. It doesn't enter the battlefield until it resolves, which doesn't happen if it's countered.

    you cast it and it enters the stack and there its countered so it never makes it to the battelfield
