multikicker rulings ability and countering stifle magic

can you stifle the multikicker ability (or normal kicker ability for that matter)

also with multikicker do you stifle it for each instance of the multikicker like if someone casts Strength of the Tajuru and activate mutli kicker 3 times would you need three stifles?

You can't counter multikicker itself. However, you might be able to counter its effects, depending on the card (you can Stifle the effect of Lightkeeper of Emeria, but not Strength of the Tajuru).
