    Proper rules part

    sacrificing a creature is always one of two things. its either part of a cost or part of an effect resolution. so you can sacrifice a creature anytime when you could use the relavant ability or spell that has the sacrificing part in its cost or at the time when an effect resolves that forces you to sacrifice a creature.

    More easiely understandable

    now if your talking about a creature that says somethin allong the lines of "sacrifice: do something interesting" than thats called an activated ability. unless the cardtext limits you on the times you can use it (such as use only during your upkeep), you can use that ability any time you could play an instant.

    Additional info

    also note that the sacrificing is a cost so it will happen befor the effect it creates happens. for instance if you sacrifce a Elvish Eulogist he will be in the graveyard at the time you gain life so he will be counted too.
