    Default Stormscape Master can I pay WWBB and activate both its abilities? magic

    if I have a Stormscape Master can I pay WW and BB and make other player lose 2 life and me gain 2 life and also give a creature protection from color of my choice?

    No. You have to pay the full cost in order to get the effect,including tapping it. You can either pay WW and tap it, or BB and tap it. You can't do both (unless you find a way to untap it, of course).
