Yes. Matter of fact, for some abilities, they have to be tapped.

note that the untap abilities (those with the untap symbol) are affected by summoning sickness just like tap abilities

"nontap" abilities (abilities that dont require tapping) can be used while tapped, and thery are not affected by summoning sickness
