HeroClix Rules: What is the rule of 3?

Am new to this forum and to the HeroClix game. Can someone explain what the Rule of Three means exactly?

The Rule of 3 states tha no Combat Value (i.e. attack,defense,damage,speed,range) can not be modified by more than 3 points.

So for example a character with a damage of 4, the damage cannot be reduced to below 1 or increased to above 7.

Another example is if you had 4 figures with perplex, you couldnt use all of them to increase your damage, since you can only increase your damage by 3 (but you could still increase your damage by 3, and your range by 1 with the 4th perplexer since range is a different combat value)
