basically it depends on your starter.
best grass type in platinum is torterra(evolved form of turtwig) and second best is roserade
for ice types if you have empoleon(evolved form of piplup) then you can teach it ice beam(best ice move with100% accuracy) or you can catch a remoraid as it learns ice beam by levelling .
otherwise the best ice pokemon in my view is mamoswime(evolved swinub) it is the pokemon that is not affected by any weather conditions plus it is very strong too.
and that way you can evolve your eevee into some good form.
but if you just compare leafeon and glaceon(you have written iceon) , i will go with glaceon (he looks pretty awesome) and ice types are super effective against dragon and flying. and glaceon will help you to defeat garchomp of cynthia(pokemon league champion).
