Hmmm difficult.................. there are so many great games for the beloved C64 to choose just one :)

For appraisal based on popularity, I don't know of a better source than the voting at Lemon 64.
As I write, the top 5 are (with at least 120 votes needed, then based on average rating):
#1 International Karate +
#2 Maniac Mansion
#3 Zak McKracken
#4 Pirates!
#5 Last Ninja 2
When I looked a few months ago, the same five titles made up the top five but in a completely different order (MM, P!, IK+, LN2, ZMK).
I think those are all very well designed, but it might be that critical appraisal would be different.
For instance, when The Edge picked a "Top 50 Games of the '80s" (all platforms), #1 was Elite (currently #15 at Lemon) and #2 was Tetris (not even in the Lemon Top 40). I think the C64 versions of both were up to par.
Maniac Mansion came in at #9, IK+ at #29. Ten or so of the picks seem never to have been released at all for the C64 (at least officially), including four of the top ten. Some that were (e.g., Contra) were not done so well on the Commodore.
Some others on The Edge list that I have also seen lauded often by reviewers, but that seem to get less popular acclaim:

Even if M.U.L.E. and Wizball are not in the running for "all time best", considered critically they might rank higher than some of Lemon's top 5.

When I try to set aside historical perspective and personal significance, my guess is that Exile would hold up exceptionally well to many more more modern eyes -- and win hearts once people got into playing. It originated on the BBC Micro, though, which (like the Acorn Electron with Elite) does not have much other claim to game fame. I think there should be better candidates for best Commodore game.
Paradroid does not look flashy, and that may lead some people to pass it up. However, I agree with The Edge that it "may well be the finest original title ever developed for the Commodore 64 computer" ... "Quite why more contemporary games designers haven't taken inspiration from, or even simply ripped off, the near perfect Paradoid remains a mystery."
The Sentinel may have pushed the C64 hardware beyond reasonable limits, but we can speed up performance in an emulator. It remains a truly unique game, though, which seems to handicap popularity in this largely genre-driven field (which is also more inclined to joystick action than to intellectual challenges).
favorite game for the 64 would have to be perfect dark you can get it on xbox arcade now too
