You get only one rare card per booster pack (or mythic rare in 1 out of 8 boosters) so basically there are less of those out there so its rare.
You can look at the color of the expansion symbol to determine if a magic card is rare:
Black: common
Silver: Uncommon
Gold: Rare
Red: Mythic Rare
