You’ll undoubtedly need to take a stop at the Pokemon Center to patch up your team, after which you should head up to where Big Stadium is.  Hugh is there, confronting a bunch of people in black berets. 

The quartet here claim to just be standing there, which apparently frustrates Hugh.  When asked, he insists that while they didn’t do anything to him, he ‘can never forgive Pokemon thieves like you!’ and apparently is about to attack them.

The lead Plasma member mutters something about ‘kids these days’, and then asks if Hugh is mistaking the strength of his pokemon with his own strength and declares he couldn’t care less about Hugh, but hates being messed with.  The group moves in to surround the hothead, who turns to you for assistance.

When you’re ready to deal with these nuts, speak to the Southmost Plasma member, who claims you have quite a bit of nerve, and starts battle.

Battle: Team Plasma Grunt (F) (1080 Poke)
Opponent: Watchog Lv 27

This grunt’s Watchog packs Super Fang, backed up by Hypnosis and Confusion to keep whatever’s fighting it out of commission- a highly annoying and hazardous combination.  When beaten, she exclaims that her stolen pokemon is ‘useless’.  Then she declares that if things keep up like this, it’ll be just like two years ago.  This prompts the other Team Plasma member Hugh’s not handling to come and battle you. 

He seems more confident, stating that the pokemon he stole ‘two years ago’ has been trained since, and should be strong enough now.

The grunt then complains that he can’t believe he lost after he ‘bullied it so much’ over the last couple of years.  With Hugh victorious as well, all four Team Plasma members concede defeat, warning you that they’re searching for something to empower a secret weapon they have- and vanish.
