This part of the walkthrough covers Route 223 to Victory Road.

67 – Route 223 to Victory Road

Required:
Surf, Waterfall

As you leave Sunyhshore, aiming to cruise the last route to Victory Road and the Pokemon league, you will encounter your rival. He will talk about what it means to be a trainer to him. He will not challenge you, but says that the difference between you two is not that much. Then, Jasmine, the little girl nearby will talk to you. She will have enjoyed hearing  the conversation and will give you HM 07, Waterfall. After that, take a moment to teach Waterfall to one of your Pokemon so you can complete the Route.

Now, head upwards. You will encounter a girl swimming in the water, this is a trainer, Swimmer Miranda. She challenges you with her Lumineon lvl. 45. Keep heading upwards after that. You will find another trainer, Swimmer Aubree, waiting for you. She sends out a Bibarel lvl. 43 and Azumarill lvl. 43. Keep heading upwards after that. Head a little to the left to find the next trainer. This is Swimmer Oscar with his Mantyke lvl. 41, Remoraid lvl. 42 and Mantine lvl. 43. Take a moment and head through the opening in the nearby rocks to get to the next item ball. This has TM 18, Rain Rance, inside it. Head back to the main part of the route.

Head upwards on this side and you will find yourself in a double trainer battle with Swimmers Colton and Paige. They send out a Wingull lvl 40, Marill lvl. 41, Octillery lvl. 44, Golduck lvl. 43, Pelipper lvl. 44, and Wingull lvl. 42. Head up a little and more to the left, into the narrow opening between the big rocks and the small one to take on the next trainer who is floating there, this is Swimmer Ricardo with his Tentacruel lvl. 45. Keep going upwards after that. There is another trainer waiting, this is Swimmer Crystal with their Wingull lvl. 42 and Seaking lvl. 44. Head just a little over to the left and up to find your next challenger, Swimmer Wesley with his Floatzel lvl. 43 and Tentacruel lvl. 43. Head upwards after that, going between the two massive rocks to reach the next part of the route.

You will briefly be a partly submerged patch of land. Here you will fight Sailor Zachariah if you head to the left a little. He has a Pelipper lvl. 40, Gastrodon lvl. 44 and Machoke lvl. 42. If you take a moment and explore the side that the sailor is in, you will find an item ball with an Ultra Ball inside it. Go to the left you will progress.

Keep going up to find the next few trainers. The first is Swimmer Gabriella with her Golduck lvl. 45. Just above Gabriella is an item ball with a Dive ball inside it. Next is Swimmer Cassandra with her Lumineon lvl. 44 and Pelipper lvl. 42 to your right. Keep going a little to the right and you will see another little watery island with an item ball on it. The item ball has a Rare Candy inside it. Resume surfing upwards after that.

The next trainer is Swimmer Troy with his Gyarados lvl. 45. Just keep going upwards. You will now arrive that waterfall that will carry you up to the the entrance to the Pokemon League, Victory Road. Use Waterfall, head up to dry land, hop off your Pokemon. There is a Pokemon Center just to your left. Head in and rest up, it's going to be a hard fight from here.
