Guild Wars 2 – Help the Seraph fight Willem's Bandits

“Check bushes for bandit spies and ambushers. Return Seraph supplies to Goran. Help Seraph and the local Skritt.”

Head to the North to the Wendon Steps. There you will find the Wendon Waypoint but also a Seraph Camp where you can resupply and help out the Seraph some more. Talk with Goran to learn what needs to be done in the area:
Seraph Soldier Goran: “Willem's Bandits are content with bothering the local skritt population. Now, they are getting bold enough to steal our supplies.”
Hero A) “How can I help?”
Goran: “Help any Seraph you see in the field. Bandits could be hiding anywhere, so watch out for anything suspicious. And if you find any stolen Seraph supplies, bring them back to me.”

Hero B) “Why are a Peacemaker and a Wyld Hunt Valiant in your camp?”
Goran: “This patch of Tyria is devoid of law enforcement, and that's attracted Inquest, Nightmare Court and bandits. We're working together to fight them.”
Hero A) “How I can I help you with the bandits?”

With everything sorted out, start with a quick loop around camp. You will likely find a few suspicious bushes to rustle. Do so to call out Bandits. They will all be Lvl. 19 but of mixed types. Fight them off one at a time to make a good bit of progress quickly. You will get progress for both finding the bandit out and defeating them.

Head over to the East. You will find the bandit camp. En route there you can start finding Seraph Supplies. Collect them as you head toward the camp itself. Once you have made it there, fight through the bandits for a lot of progress. Along the way also be on the lookout for Bandit Mines. These can only, safely, be disarmed with long ranged attacks. Anything else has a solid chance of setting them off at  a distance that will cause them to cripple you. This will just make your life easier as they do not count toward the Renown Quest progress.

The most obvious, but harder to fill, is helping out the Seraph directly. This is simply reviving downed soldiers. If there happened to be a rogue enemy that got through to the rest of the camp, revive any downed NPC's for some progress. You will find them mostly around where you find a good number of mines.

When you finish this renown quest you will get the letter, “The Lawful Way” with 1 silver, 9 copper attached:
“Some think that criminals can do as they please as long as they do it away from the eyes of lawful citizens. The truth is, we can't allow bandits to go forward with their schemes, even out in wild lands such as these. I'm glad to have someone like you on our side who understands the importance of this. Perhaps you could be of service to the Seraph Observers posted west of here – Seraph Soldier Goran.”

Return to Seraph Soldier Goran later as he now sells the following Karma items:
