After going through the keypad door, enter room 205. There is a painting there, "Sheperd House". Exit to the corridor. Examine another painting there, "Town Hall". Enter room 204. There is a flyer on the table:

Climb up the pile of furniture and through a hole in the ceiling and you will end up in the third floor, room 305. Grab the 3rd floor map from the rack on the wall. This floor is pretty much in ruins, so it's hard to navigate. But light the flashlight on the floor in UV mode to reveal footprints that can guide your way.

There is a first aid kit on a table in room 304. Grab it, then walk on the plank to cross to the other side. As you cross to the other side, you are attacked by a screamer at the end so watch out. Pick up a box of pistol bullets on the desk  between rooms 303 and 305. In room 302, there is a painting on the wall, "Time brings truth". Go to the hall (prepare for an attack by a Doll and its shadows). Examine the painting, "Silent Hill Cinema". Go to room 301 and climb down the ladder. You are now in room 201, exit and go across to the Mayor's Office. Get the slides from the mayor's desk (We covered using the slides to solve the vault puzzle in a previous chapter). In another desk, open the drawer to find the following mystery item:

Subject is a male, 43 years old. He is serving a sentence for multiple felony accounts, including third degree murder and sexual assault of a child below the age of 14. He appears to be in satisfactory physical health. The prisoner is currently being considered for probation. After multiple session with the prisoner, I have concluded he does not suffer from any psychotic or physical disorders. Rather, he has shown continually to have an inordinate interest in young children and manifests significant predatory traits. As a result, I feel he poses an imminent danger to the community should he be released for custody, and is therefore a poor candidate for probation

Silent Hill: Downpour Centennial Building Elevator

Go back up, explore room 306, then head across to the elevator. Something is causing it to be stuck - a wheelchair. You move the wheelchair away from the doors and the elevator is operational again. The only buttons that you can press are 1, 2, 3 and 18. If you have not been in the vault yet, take the elevator to the second floor. Otherwise, take the elevator to the eighteenth floor, where the radio studio is. Use the ID card you found in the vault to unlock the top floor button.
